Frequently Asked Questions (FAQ’s)
What is FEE-HELP?
FEE-HELP is a loan for students that will cover up to the full amount of their tuition fees and is available to fee paying undergraduate students (undergraduates will be charged a 20% loan fee).
FEE-HELP debts are repaid in a similar way as the Higher Education Contribution Scheme (HECS) and Postgraduate Education Loan Scheme (PELS) have been in the past. For example there are still:
- Compulsory repayments made through your income tax assessments
- Voluntary repayments; and
- Indexation applied to debts on 1 June each year.
How do I know if I'm eligible for FEE-HELP?
To be eligible for FEE-HELP you must be:
- An Australian citizen; or
-
A holder of a permanent humanitarian visa.
How do I apply?
If you are eligible for FEE-HELP assistance and would like to obtain a loan, you can obtain a Request for FEE-HELP Assistance form from Carrick. The form must be completed and returned to Carrick before the start date of the term for which you wish to receive your financial support.
Can I apply for FEE-HELP part-way through studying a course?
You can as long as the census date of the unit of study has not passed.
I don’t have a Tax File Number (TFN), can I still apply?
If you cannot quote your TFN on your Request for FEE-HELP Assistance form, you should obtain a TFN, or a certificate from the Tax Office stating that you have applied for one, and provide it to Carrick on or before the start date of the term for which you wish to receive FEE-HELP support. If you cannot quote your TFN or supply a certificate that you have applied for one, you will not be able to apply.
What is the census date?
The census date is the last day you can withdraw from a unit without incurring any financial or academic penalty for that unit. Please refer to the census dates in the section below.
When do I incur a debt?
You incur a FEE-HELP debt immediately after the census date for each unit of study for which you have received assistance. If you have requested assistance but changed your mind about studying, you must withdraw your enrolment in each unit of study on or before the census date or you will incur a debt.
What is a CHESSN?
As a Commonwealth assisted student, you will be allocated a Commonwealth Higher Education Student Support Number (CHESSN). The CHESSN is a unique identifier that will allow Carrick and the Australian Government to manage your FEE-HELP assistance.
How do I get a CHESSN?
Carrick will allocate you a CHESSN as part of your enrolment process if you do not already have one. You will be notified of your CHESSN in your Commonwealth Assistance Notice (CAN).
What is an accumulated HELP debt?
An accumulated HELP debt is a consolidated debt that can include debts incurred under the following income contingent loan schemes:
FEE-HELP
VET FEE-HELP
HECS-HELP
OS-HELP

FEE-HELP assistance can be offered to eligible fee-paying students from a higher education provider for an accredited higher education course. Irrespective of whether a student receives a loan under VET FEE-HELP or FEE-HELP, the same FEE-HELP loan limit applies.
HECS-HELP is only available to eligible students in a Commonwealth supported place studying a higher education qualification. HECS-HELP does not contribute to a student’s FEE-HELP limit.
OS-HELP loans assist eligible students, based in Australia, in a Commonwealth supported place, who have completed the first year of their course of study at their higher education provider, to undertake some of their study overseas. OS-HELP loans do not contribute to a student’s FEE-HELP limit.
FEE-HELP Student Information Booklet
The FEE-HELP Information student booklet is designed to assist students to understand FEE-HELP, and their rights and responsibilities when accessing FEE-HELP assistance.
Students must read the booklet before they sign and submit the Request for FEE-HELP assistance form. By signing the form a student is declaring they have read the booklet and are aware of their obligations under FEE-HELP.
